FSR just came out. Are you saying Cyberpunk has already been updated to support it? The method that was included at launch was CAS not FSR.

I have to say I agree with the EoE developer. I took FSR for a spin in the free Riftbreaker Prologue demo, and I was very impressed with the results. It doesn't look fantastic at 1080p, but at 4K it definitely looks better than DLSS 2.0 to me.
