I don't know where you got the $15.2B figure but I saw multiple reports of $40B, this one's the most comprehensive that reveals the true nature of the deal, and it's been censored at the source, this is rather a backup that I found with a little digging:

Huawei has sold its low-cost subsidiary Honor to a Chinese consortium. The former parent company has emphasised that US sanctions forced it to sell Honor, and the sale was more about the survival of the Honor brand than providing Huawei with needed cash flow.
