I think it depends on the model they tested or have access to. I bought the i7 10750 / RTX2060 with a 1TB SSD version about a month ago and it's a monster. Paid about $1800 CAD for that model which was the best tech:dollar I could find on the market for my needs of gaming and programming

There is something wrong here with price and cpu. Outdated 10300h is actualy 8300h, it is budget laptops config. And why not 2060 RTX for such laptop ?
