this is exactly the case.
Dell is still providing 4gb RAM lineup in 2020, which is so irritating.
Any PC with under 4GB RAM is completely useless.

Er, it's more a case of "Some of our customers won't know that 4 GB is so low as to cripple their machine, so let's use that, and we can even make the customers who know it's crippling their machine pay $100 extra for just 4 GB more! Win-win!"
