Because the article clearly says A13 devices, lol. iPhone X and below do not use the A12 and A13 chip.

A new exploit discovered in iOS 13.4.1 on A13 devices may lead to an eventual Jailbreak method for the iPhone 11, iPhone 11 Pro, and iPhone 11 Pro Max running the latest version of iOS. While the bug itself is not able to Jailbreak affected devices, it is an important first step.
