That is true for most 15W CPUs, but not for a 5W one. It'll definitely be noticeably slower than even budget 15W alternatives. Not to mention that the previous generation had a dog-slow Pentium.

Who cares about CPU? 90% of users never exhaust CPU capacity. I'd be much more worried that the form factor/bezels will remain the same as 2015.

The m3-8100y is a 5W CPU. The AMD APUs are 15w, configurable down to 10W. There's no way you could put those into this chassis without thermals going haywire. While the new Ryzen chips are extremely efficient, you would need a smaller chip specifically designed for ultra-low power to reach those levels.

So there will be no upgrade comparing to older model. Intel did the job and stops tech. MS could easily use Snapdragon which not only is faster but also allow for much much easier LTE to install in such device. Not to mention battery could be doubled. But money ...
Hope that at least old model will have price lowered to 299$, the price could be somehow worth the device.
