Those CUs are different, much higher clock speeds, so 8 will be faster than 11 from last gen.
Buy yeah, it can work that way, last gen they did 3780u surface edition APU with better graphics.

Thought you knew what AMD was planning for its Renoir processors? Better known as the Ryzen 4000 series, AMD has already confirmed Ryzen 3, Ryzen 5 and Ryzen 7 4000U SKUs. However, there is now evidence of there being a Ryzen 9 chip, specifically the Ryzen 9 4900U. A mere typo, perhaps? Well, that seems unlikely too.
