I said this before and I'll say it again, there's nothing to indicate the delay has anything to do with the ban except that Huawei themselves put the blame there, and they're rarely honest, especially considering how the Mate30 series, or ANY other of their smartphones, Huawei or Honor branded, wasn't delayed at all.
They just weren't nearly ready, the launch was to steal Samsung's spotlight, and Samsung's failure along with the ban gave them excuse to delay shipment.

Despite all the bans and restrictions imposed on Huawei that ultimately lead to a delay of the Mate X, the company is considering the release of improved versions that also includes a stylus, as revealed by the latest published patent. The stylus option really makes much more sense for the larger screen integrated in foldable devices, and, with this move, Huawei could provide a serious competitor for Samsung's Galaxy Note.
