Can we already know? Both bring out 55W PL1 CPUs. For lower TDP, we need U or HS series. Then very much depends on how configurable TDPs etc. will be in the UEFIs. If manufacturers just shoot TDPs through the roof, AMD might not help much. If they choose Intel U or P series and set PL2 to 45W, also Intel can be fine. I am afraid though that this is exactly what they will not do for devices with strong dGPUs.

i have the last gen AMD/RTX i am waiting for a rx7900/rtx4090 way lower power draw than intel

Dell has confirmed the GeForce RTX 4080-powered Alienware m18 will be purchasable on February 9 for US$2,599. Entry-level models will start at US$1,899 and will be available shortly after. Variants running AMD hardware will only launch in Q2, 2023.
