Not sure what's new ... same feature already existed since forever?

Even on my Windows 7 system and 10 year old CPU it's the same: whenever starting an app, the CPU briefly jumps from idle clock to max clock. Has always been this way. What exactly is "new" or "different" compared to before? Where is the scandal? Why the outrage?
