0th world problem if I ever heard one, given that the average new cellphone price world-wide is $350. Also, why even set a limit? "If you're too poor to own an expensive cellphone, then suffer with garbage phones!" The price difference isn't parts anymore, it's markup. ALL new cellphones should have reliable biometrics, not just the expensive ones.
