I think it's because Waymo doesn't produce the vehicle. They produce software that runs on modified Jaguars

My thoughts exactly. Surely there is some sort of asterisk missing in that summary. Maybe Waymo had safety 'drivers' as opposed to safety monitors who sit in the passenger seat?

Tesla has become the first autonomous vehicle company to offer truly driverless rides without a safety monitor in the US. It won't let riders touch the steering wheel and take over, though.
