The ISS orbits the Earth at about 400 km (roughly 250 miles), while Starlink satellites orbit in 3 concentric shells at around 340 km, 550 km, and 1,110 km altitudes.
Thus the safety of the ISS is literally a design feature of Starlink, not a coincidence!
