I think this is due to their use of AI in drafting these articles. I have noticed that some of their articles have weird tangents or conclusions. Like they 'enhance' the article with some general knowledge on the matter with additional facts. But like in this article, where Tesla is basically catching strays from this federal government decision, it is redundant.
And it is likely click-bait. They know from statistics that simply including some keywords in titles will increase article engagement.
