nothing confusing nor surprising here, Matter is a protocol, while Zigbee is the interface. It's more on practicality i.e. some would prefer not to use WiFi-based IoT due to security concern. It took more than a decade, true, but that's because we just found a meaningful usecase for it. Same goes to Bluetooth where it starts to become active after the implementation of BLE
