OpenAI CEO Sam Altman and UK minister Peter Kyle had recently weighed an agreement which would grant the entire population of the United Kingdom free access to ChatGPT Plus, likely costing north of $2.5 billion. This follows an MoU signed in July, which granted OpenAI access to government data for training and potential integration into the country's public services.
