The size of the observable universe is estimated to be about 93 billion light-years in diameter. It refers to the distance light has traveled since the Big Bang (some 13.8 - 14 billion years ago, as you said), so 28B LY here is nothing unusual in that grand scheme. @Dr. X is correct with their comment.
