The ps5 and x are very old hardware, when they first came out 5-6 years ago they where already using a gen or 2 old hardware compared to pc so now they are technically 4-5 generations behind what you can get on pc, Rockstar should definitely focus on fidelity and not fps, when the ps6 comes out it should be able to do 60 and pc should not be held back because of consoles, if anything just lower the settings even more drastically for the console versions so they can get 30-60 while allowing pc to get the best they can out of the game.
I think, it's best to have both worlds - 30fps and 60fps+... & first-person & third-person options for all genres, especially with today's/tomorrow's technology.
When the GTA 6 release date finally arrives, it may limit consoles to 30 fps. A former Rockstar Games technical director argues that 60 fps is more vital for competitive multiplayer games. Even the PS5 Pro may not have enough horsepower to produce smoother visuals.
