Don't all cell phone manufacturers use one of maybe three modem manufacturers? Something doesn't make sense here...

Companies use parts made by other companies all the time, and even use the same techniques. Why use the same techniques? Because they are standards. Why is Google facing Pantech about an LTE modem when they are just following the standard for how LTE modems work? I think Google didn't apply for a proper patent in Japan, but asides that, this makes no sense.

Google should say the heck with Japan and not support the Japanese market on their browser, and since Google owns Android, YT, etc, they could likely put a real hurting on that market. With that said Google's not some righteous company. Japan may be in the right on this, but IDK.

I remember way back in the day when Motorola had the smallest cell phone and Japan made them add some kind of physical dongle onto the phone to make it bigger. Japan is very weird sometimes.

Google is currently the second-largest smartphone manufacturer in Japan, ahead of Samsung and Xiaomi. However, the Google Pixel 7 series has been banned from shelves in the country, and the Pixel 8 and Pixel 9 face the same fate due to a patent dispute.
