It's more than reasonable to assume that a Full-HD camera on an off-brand budget drone won't have top-notch image quality, hence the "probably".
"but there are probably some significant limitations regarding the camera"
Uhm... if you don't know, then don't speculate, or be sure to frame it as an opinion.
In fact, from the quoted section: "However, the camera only offers Full-HD resolution, which is considerably lower than the 4K camera sensor found in more premium drones. Nonetheless, the camera is movable since it's mounted on a gimbal."
So it's not "there are probably," it's "has". But at US$132 with a controller with a display, if everything else is good, then this become s choice, not a limitation.
The Neo you link to, for example, has a better 4K camera (but arguably worse pictures than say the Mini 4K and vertical gimbal only) - but that price is for the drone itself with no controller - let alone one with a built in display. The closest Neo combo is the Fly More, which is only available outside if the US, includes a remote without a display and costs US$270.
The Neo with the RC2 controller, which has a display, will set you back around US$500.
Don't get me wrong, I wouldn't recommend one of these without having one to test out, but dismissing it out of hand without testing it first is also kind of weak.
The S-X1 is a new and very affordable drone that's equipped with a GPS module, which should make it easy to handle even for beginners. It also comes with a controller with a built-in display, but there are probably some significant limitations regarding the camera.
