They need to standardize the swapping tech/battery format across different manufacturers. Because you are limited to the swapping stations from your battery maker. This is why they are selling to fleet operators - since they don't leave their region that much.

Chinese automaker Changan has reportedly delivered the first batch of EVs with CATL's Choco-SEB replaceable battery to a customer in China. Becoming the world's first EV to feature CATL's revolutionary battery swapping tech, the Changan Oshan 520 is said to be in operation with a local taxi service.
