I'm also a system integrator, Tesserae.io and can 100% confirm not only stock issues from distributors, but also price increases on sought after CPUs and GPUs. It's rough when you keep inventory low, but then you're on an island of no available GPUs from team red, green, or blue. Then when a card becomes available, you have to jump on it even if you're paying $250 more for it, otherwise you don't have product to sell.
Same with AMD 9800X3D chips.

It turns out end users aren't the only ones afflicted by paltry RTX 5090 stocks. Even system integrators are having a hard time getting their hands on one, as exhibited by US-based PowerGPU.
