Yes, they have a appr 200USD dock called Microsoft Surface Dock 2

Nope, you actually can charge tablet without base. Just plug in surface power adapter or surface dock to bottom of detached tablet part.
At least that's work fine for my surface book 2 15''.

We are pushing the almost unrivaled 15-inch convertible Surface Book 3 through our various test scenarios. Both the tablet hardware (i7 Ice Lake, G7 graphics) and the convertible hardware (GTX 1660 Ti Max-Q) look even more impressive compared to its predecessor (i7 Kaby Lake refresh, GTX 1060).
