Zen+ (meaning 2nd generation of Zen which has improved IPC compared to 1xxx series) is less than 5% in IPC compared to latest Intel uArch which is Skylake. So a 9900K at 4.35 Ghz all cores will be ~ the same as 2700X. Also, don't forget that AMDs implementation of SMT scales better compared to Intel, so at MT it might be that 4.4-4.5Ghz 9900K equals 2700X at 4.35Ghz. Pretty nice stuff indeed.
Related to pricing, yeah, probably Intel won't sell this CPU under 400$, but the difference between a 320$ 2700X and a 500$ 9900K might not be worth it. If you want MT performance you are better off with Threadripper really.
