Assuming it's really eight letters, it's almost certainly High Rock. The only other province in Tamriel with eight letters is Cyrodiil. This is also assuming they're following the typical game names being after the province they're set in, which Oblivion obviously did not do.
The Elder Scrolls VI is one of the most hotly anticipated games currently in development. However, the development of the game has gotten a little long in the tooth, as The Elder Scrolls VI got a teaser trailer eight years ago.
