Not sure what's new ... same feature already existed since forever?
Even on my Windows 7 system and 10 year old CPU it's the same: whenever starting an app, the CPU briefly jumps from idle clock to max clock. Has always been this way. What exactly is "new" or "different" compared to before? Where is the scandal? Why the outrage?
Windows PCs and laptops could soon feel much snappier, as Microsoft is said to be developing a new feature that optimizes the processor's boost behavior, which should make apps open much faster and menus respond more quickly.
