I think this is due to their use of AI in drafting these articles. I have noticed that some of their articles have weird tangents or conclusions. Like they 'enhance' the article with some general knowledge on the matter with additional facts. But like in this article, where Tesla is basically catching strays from this federal government decision, it is redundant.
And it is likely click-bait. They know from statistics that simply including some keywords in titles will increase article engagement.

The current White House administration has removed one of the nicest perks that came with owning an electric vehicle. The program has been running since the dawn of EVs, but the government has now ended it.
