The game started as a Horizon game but Sony didn't give the licence. They thought they could call their bluff by announcing the launch of this game. I doubt they ever intended to release it, seems more like a make them come to the negotiating table type tactic.
The move seems to be linked to either appeasing Sony or mitigating potential legal damages that Tencent might incur from the video game giant's lawsuit.
