Of course that's merely the starter version of the game. Do you get the whole thing you're going to need to spend hundreds of dollars on DLC, because after all this is Patallax we're talking about. They don't sell games, they sell gateways to selling more and more things. The game itself is always a limited shell of the game intended to be fleshed out with hundreds of dollars of DLC.
It's honestly a shame, by all accounts Stellaris is a good game. But the fact that they think they can charge money for the shell is just obscene, I'd rather pay a reasonable price for a complete game.
