IF one were playing the original release modern hardware would NOT have a problem with the game.

However a remaster in UE5 and all bets are off. Obviously UE5 output requires more optimization that what we were given here.

    And you thought you would be able to play 10-15 year old games on an average 2025 PC...

Digital Foundry gave a shockingly poor review of The Elder Scrolls IV: Oblivion performance. The analysis found frequent stutters, even with the best CPUs and GPUs. Reducing graphical settings helps, but only patches can boost the game's lackluster optimization.
