I don't understand what is the use case for this? I'm not trying to say it's useless, I'd just like to know what you could do with this.

You can put it in a box and then buy cheaper+more powerful full size GPU.
I have an industrial ITX board that works with mobile CPU and it has a PCI-E slot, I can put one of these low power mobile GPUs and call it a day for my HTPC.
I'd happily put a 115W 2070M into my Silverstone FTZ01 to replace the current gtx1060... if only these were sold with a decent semi-passive cooler instead of the loud industrial ones.

This is almost certainly the sort of thing aimed at Industrial PC builders. Since mobile GPUs are (generally) lower wattage and run cooler (jokes about fried laps aside, it's true) they can be crammed into a smaller package. If you want to always know the cutting edge of SFF look to industrial PCs, every industrial buyer (seemingly) wants an i9 with a RTX 2080 Super in an IPX67 case the size of a deck of cards. Obviously, they can't have that, but if the supplier can give them something in appropriate NUC size with an i7 (U) and a RTX 2080 Super Max-Q (It has Max in the name, it must be better, right?) they will go away happy.

I have (had) a precision 7720 mobile workstation that as Quadro P5000 16GB inside of it. The motherboard died, but that GPU is still a perfect workhorse, and quite expensive.
But, getting one of these add-on cards, and trying to cool the P5000 might not be easy. Maybe it's just easier to get a normal PCIe discrete card.
