Intel has offered a high-level overview of the architectural changes coming to Rocket Lake-S next year. Rocket Lake-S will be based on a Cypress Cove architecture, which is a combination of an Ice Lake CPU and an Xe iGPU. Rocket Lake-S will offer PCIe Gen4 support and offer enhanced overclocking and double-digit percentage IPC benefits over Comet Lake-S.

Yes. It is ICL. They must have hit better yields and frequencies over the past year or so.
Naming doesn't really matter for Intel, since they just keep releasing the same CPUs for years and years.
