If you plan on purchasing an RTX 2080 Max-Q laptop, you should pay special attention to the TDP version. The reason: According to our benchmarks, the performance gap can be quite substantial.

The increase in TDP is 12.5% yet the performance delta never reached that number, looks like 80W's fine.

If you're paying the same for both, or just expect the best performance, it's not the same.
It's of course another case of misleading customers and making the concious purchase decisions more difficult just for the sake of keeping their product names looking as "clean" as possible. The same was with MX150 - with up to 50% performance drop just because you weren't informed that your MX150 is 10W model, not 25W.

And TDB always goes up faster than performance gain, so it shouldn't be treated as 1:1 conversion, it's more like quick comparison tool for chosing which model from lineup will be faster.
