Title: Microsoft brings Android apps to Windows 11 with a tonne of caveats

You can now install Android apps on Windows 11, but only if you can jump through all the hoops that Microsoft sets. Not only is app support restricted to the US, but also the Windows Insider Preview Programme's Beta Channel. Other limitations apply too that are even harsher than Windows 11's punitive system requirements.

Nope, pretty sure the writer meant Amazon.   Microsoft has partnered with Amazon as their Android app store / app provider.  Windows won't be getting its android apps from the google play store, and they aren't going to go the effort/expense to create android support in their app store...  so they just partnered with Amazon who already has a well established android app store and ecosystem.
