HMD Global has presented the Nokia C20 Plus, another budget smartphone for the company. The C20 Plus retails for equivalent to US$110 and comes with 3 GB of RAM, a 4,950 mAh battery and 32 GB of expandable storage.

Why would a phone with 3Gb of RAM use the Go edition of Android, which is tailored specifically for devices with less that 1Gb?

This says it's intended for 2 GB or less.
It's a budget phone and 3 GB is still low enough to run out easily, so Go's optimizations are probably useful. Also, maybe Android 11 features use more RAM.
