Nvidia listened to what customers want and published a faster GTX 965M based on the smaller GM206 chip. Although the number of shaders remained the same, the clock rates and therewith the performance increased.

Sorry but isn't it a CPU comparison instead of GPU ? The conclusion is that the newer i7 brings 15% more power on gaming.

No . It had been explain clearly in the article .
The refreshed model did better.

How is possible that HP Omen(2016)  with this refreshed graphics has only 950Mhz?

Skylake processors have less power on basic DDR4 2133 CL15 RAM and a few percent more power on faster RAM than haswell CPUs.
