This laptop is probably equipped with the 8w TDP MX150, that's why the poor gpu performance. Turbo boost of this is 1100mhz only not 1600.
"While the CPU is subjected to thermal throttling, the GPU remains at a rock-solid at 975 MHz and 70 °C." - so it means GPU is throttled to 66% by default. MX150 norml clock rate is 1468 MHz. that's why performance is so low.
I've got this exact l laptop and it's like they had a bad review unit or something! My Envy 13 gets easily 10 hours wifi use / 12 hours video play back, I get no throttling issues while gaming and my GPU sits at around 1600mhz/1700mhz depending on the game.

I got one of this from Costco and there is hardware failure within 60 days. Honestly, I even had not used this much. All of my critical documents are lost. HP wants to repair it but I am not as I am not sure how long will it work after repair. I recommend to avoid purchasing this device. Well I am under 90 day purchase period, I will be returning this device back in Costco.
