Huawei's latest iteration of the MateBook X can still stand toe-to-toe with some of the best Ultrabooks available, but it's such a minor update over previous versions that you may as well buy a 2018 or 2019 model instead.

Is this surprise if power draw increased by 30% on ULTRABOOK. nothing more on the cpu ...

That's impossibru. Huawei is best. Their 5G is world number 1.
