While it is true that Samsung has traditionally omitted Dolby Vision on its TVs, Sony also uses the Samsung OLED panels and Sony does support Dolby Vision. The only downside with Sony is that it has traditionally priced its OLED TV's above LG and Samsung. Thus, depending on pricing, a Sony TV with the Samsung panel may be the best choice for 2023.
