Dell crams in one of the fastest mobile Intel CPUs into a chassis that's even smaller than the last generation Precision 7510. Can owners really get the full performance out of the processor? Or is it throttle city?

Any insight as to how much of this system's high power draw is due to the i9-8950HK CPU? Just wondering if it'd be more reasonable if configured with the i7-8750H (which seems like a better deal anyway).
The PWM seems significant and is unacceptable for me. Is it known if this is specific to 4K? I'd like to use a FHD display and would be interested to read if the PWM might be not an issue there.
