Moores Law is an excellent YouTuber and has multiple great sources in the industry. Been on the money multiple times in the past.

If it indeed is, then it's because they feel AMD is too close which might force them to lower prices or dig into reserves of the design right at launch instead of mid-cycle shortening the lifespan.
