We have currently two review samples from Lenovo's new ThinkPad T-series in our office, but neither the ThinkPad T14 CPU, nor the ThinkPad T15 CPU, can utilize their Turbo Boosts and only run at the base clock of 1.6 and 1.8 GHz, respectively.

Classic Lenovo issue. A BIOS update should fix this. In the mean time, you can use Throttlestop to enable Turbo.
I was honestly expecting this. Lenovo's quality control needs a quality control.
Just tested my T15 running Fedora 32, and cpuproc info indicates that Turbo Boost is working fine with cpu MHz over 4000 at times when compiling.
Let's hope that at least the AMD version won't be botched by Leninovo, I'd like to get that one. :(
Fix you mention works for week tops, i'm puttin of RMA that piece of ... hw ... for about a month now, i don't think they will fix it ever.
When is the full review due to land and will you have reviews for both AMD and intel options?
Are there any news on this? I have new T15 and turbo boost is not working. BIOS reset did not help.
I had the very same problem with T15 I recently purchased. BIOS reset didn't work, but a BIOS update through Lenovo Vantage fortunately fixed it. (ftp://ftp://#039;t%20work,%20but%20a%20BIOS%20update%20through%20Lenovo%20Vantage%20fortunately%20fixed%20it.)
