Yes, I know and have written about it many times. All the "cream" was removed only by the Americans. The rest get it at an high prices. But this is exactly what happens when your country is not the hegemon on the planet.
Now it is much cheaper to buy a laptop in some Thailand or Singapore than in Europe.
