It reminds me of Galaxy Tab 3 7.0.
The Tab refuse to turn on after the battery was depleted. No screen activity, no LED blinking, noting happen when the cable and the charger is connected, even after several hours plugged.

Physically unplug and replug the battery connector inside the Tab could trick the firmware to get it charge the battery and get its life again.
It also use non-removable battery, so the workaround is a little bit invasive method.

According to multiple Galaxy Note 8 users, their high-end phablets simply died after the battery ran out, refusing to charge and boot up. For now, Samsung is investigating the problem and advises all those affected to contact its customer support service.
