The Mi 9 SE has been spotted on Xiaomi's Global Compliance page, which alludes heavily to the device being set for a global launch. On the flip side, Redmi has confirmed that the Redmi Note 7 Pro will not join the regular Redmi Note 7 on the global stage, and will instead remain exclusive to India and China.
