A new rule from the U.S. Department of Commerce prohibits the sale or export of cybersecurity-related software and hardware to specific countries. Citing national security and anti-terrorism reasons, the rule bans exports to governments the U.S. deems "authoritarian," including China and Russia.

So, are they transferring ownership of their own tools and IP to Norway or something? Or are they just going to dump it into the sea?

So that basically means every single country in the world, thanks to covid law :)
