Can this Dell Inspiron 15 7570 be used for working on softwares like Autocad and Solidworks.

Yes, however some hardware on this laptop are very outdated. Also poor cooling results in reduced performance and hot temps, and the battery life is too short for any portable use. You should look into other options.

If you absolutely need the 2 in 1 convertible feature I recommend Lenovo Yoga 720 15" with 7th gen i5/i7 HQ / GTX1050 / FHD / 2 kg that has Wacom AES pen support. If not, Lenovo Ideapad 720s 14" with 8th gen i5/i7 U / MX150 / FHD / 1.5 kg is currently one of the best portable laptops for CAD work.

How many external monitors can this device handle ? can i run two external monitors off the usb c port ?

The battery really sucks, a full charge can be gone completely in 1 week while the laptop is already shutdown.

Bought new in September 2018 in Manchester, England from Curry's.  Returned to Israel days after, all good.  3 months later and in Australia and power supply failed.  Replaced at own expense (genuine DELL PSU)  as DELL offer ZERO warranty on their products outside of the country of purchase, this unit was just a few months old.  A few weeks later had to replace the battery and ANOTHER PSU!  No Warranty!  Then the Screen cracked when (gently) trying to close it, most everyone seeing the same faulty, the hinge screws were installed without loktite and vibrate loose, so the screen comes loose and closing it cracks the screen  I have had numerous DELL's (LapTops and Desktops but will NEVER buy another DELL!  If you are not a major corporate then they tell you to go to hell....  Note that I can make similar comments across the Apple machines I have had (4 MacBookPro's and 5 24" to 27" iMacs with PSU failures and bloated (open or shorted) Electrolytic Capacitors.....  Quality and Warranty are only important if you are a multi-billion $ business to these companies despite the premium prices paid by SMB's for their products....
