With many devices still languishing with older Windows versions, the Indian Government is pressing Microsoft for a one-time discount on Windows 10 to curb the proliferation of ransomware.

The article reads as if Microsoft didn't want to offer this discount. However, they have actually tried to offer Win10 for free, and they wanted people to take the offer so badly they used malware-like tactics.

The article refers to upgrading computers that are still on Windows XP and Vista. The original upgrade offer was restricted only to consumers running Windows 7. Enterprises were not covered by it. The aim is to get everyone onboard Windows 10 with a one-time discounted upgrade.
