Claude Fable 5.1 is not included in your Pro subscription

Anthropic has launched Claude Fable 5.1. Every paying customer sees it in the model picker, but not everyone is allowed to use it. On Pro it runs on paid usage credits, and on Max you hit a wall after half of your weekly limit. We checked the help pages against the announcement.
