Quicksync and CUDA conversion - tunable parameters?

Hello, I see sections about transcoding benchmarks (quicksync/cuda) in your reviews. Which set of paramters is tunable in each method? Does it depend on software used (TMPGenc, mediaexpreso) and acceleration method (Cuda, quicksync, opencl?

According, to my former experiments (one year ago) with MediaCoder, the encoding parameters are very limited.

For me, crucial paramterers are those:
-coding speed parameter (like preset in ffmpeg: actually speed vs size)
-video quality paramter (ffmpeg: crf: quality vs size)

Do parameters analogical to these above exist the software? How are the paramteters grained?
